Kilometre price - Advice of the Dutch DPA on privacy aspects of the legislative proposal
Advice of 30 September 2008
The Ministry of Transport, Public Works and Water Management requested the Dutch Data Protection Authority (Dutch DPA) [College bescherming persoonsgegevens (CBP)] to issue recommendations on the privacy aspects of the kilometre price legislative proposal.
The object of the proposal is to ensure increased accessibility of the environment and to improve the related quality of the living environment. To that end, owners will no longer pay for owning a motor vehicle, but rather for using it.
The Dutch DPA observes that the system can lead to a detailed registration of the travel plans and whereabouts of individual drivers. It recommendends a number of amendments to the legislative proposal in order to diminish the privacy risks of motorists.
