Different sectors maintain blacklists to prevent undesired situations. However, maintaining blacklists can also create new problems. It is not unlikely that persons will be registered incorrectly or that the registration needlessly continues to haunt a person. The result may be that the person in question is excluded from services in an entire sector.
Although companies and industries may have a legitimate interest in the use of warning systems, this is nevertheless a sensitive instrument. The Dutch DPA urges restraint in the use of blacklists.
