Social security 

As of 1 January 2002, the social security system has been reorganised. The new structure is embedded in the wet Structuur Uitvoering Werk en Inkomen (wet SUWI; Work and Income Implementation Structure Act). In the new implementation structure, the social security agencies GAK, Cadans, SFB, GUO and USZO have been merged in the new organisation Uitvoering Werknemersverzekeringen (UWV; Implementation Employee Insurance Schemes). The employment offices will also disappear and will be merged into 131 Centra voor Werk en Inkomen (CWIs; Centres for Work and Income). The Gemeentelijke Sociale Diensten (GSD's; Municipal Social Services), public reintegration companies and Arbo services (safety, health and welfare) also play a role in the new implementation structure.

The objective of the new structure is to have different parties cooperate in getting people jobs, keeping people in jobs or issuing benefit payments. This means that a great deal of what is often sensitive personal data is being processed and provided to third parties. Personal data of (prospective) clients forms the 'operating capital' of the parties. This requires proper protection and security of the personal data. The information flows must also be sufficiently clear and transparent.
